Constitution and Justice and Citizenship Committee
When a proposal is submitted, it is forwarded to the CCJC - Constitution and Justice and Citizenship Committee of the chamber, a permanent committee, responsible for ensuring that the presented project is within the legal parameters, respecting the principles of the country's constitution and other procedural rules.
Special Committee
After passing through the CCJ, the proposal goes to a temporary special committee , formed to specifically discuss the content of the PEC. They are responsible for the modifications so that the project meets its objective.
Two-round voting
Accepted by both the CCJC and the special committee, the china mobile database proposal will be voted on in the plenary session of the chamber. Approval is required in two rounds of voting with a SPACE of 5 sessions between the rounds.
To be approved, the PEC must receive at least three-fifths of the votes of the plenary in each round.
Once approved in two rounds, the project returns to the special committee where it may undergo changes to the text, where the committee will determine the final wording.
The final wording must be voted on within a maximum of two sessions from the moment it is published.
PEC in the Senate

CCJ - Federal Senate
The proposed constitutional amendment will once again go through a committee on the constitution and justice, but in this case it deals with both the legal parameters of the wording and the merits of the wording. Therefore, the Senate does not have a special committee specifically to deal with the merits of amendments to the constitution.
