Listing ads are clearly advertisements as they are labeled as "advertisements," but if you can deliver ads that are appropriate to the apparent needs, you should be able to get conversions.

Therefore, there is probably no need to worry excessively about whether it would be better not to distribute it because some users will avoid it.
