The year 2023 proved to be a landmark period in the Brazilian political scene, with the National Congress approving a series of proposals that will shape the future of the country. Throughout 2023, parliamentarians presented more than 7,000 legislative proposals , including bills and supplementary laws, proposed amendments to the Constitution (PEC) and draft legislative decrees.

Of the projects that entered the agenda for discussion by cyprus mobile database deputies and senators, Tax Reform was perhaps the proposal that gained the most notoriety, since for more than 30 years the government had been studying ways to make a new system viable that would facilitate the collection of taxes.

But simplifying the tax system was not the government's only priority in 2023. The approval of agendas that could contribute to revenue collection and balancing public accounts also meant that Congress was focused on the economic agenda. In addition to proposals aimed at the economy, other issues also stood out throughout the first year of the third term of President Luiz Inácio Lula da Silva.

See below some of the main proposals approved by the National Congress in 2023:

Tax Reform

The Tax Reform, due to its scope, deserves to be highlighted. According to data from the Ministry of Development, the Brazilian Cost, which corresponds to the amount spent by companies to carry out their operations in the country, reached R$1.7 trillion per year. This means that companies spend, on average, 63 working days just to pay taxes.

By seeking to simplify the tax system and promote efficiency, PEC45/2019 directly impacts the dynamics between the private sector and the government. The proposal aims to unify five taxes in the area of commerce, goods and services into two new categories: Contribution on Goods and Services (CBS) and Tax on Goods and Services (IBS).
