There was also a payment for children under one and a half years old - it was fixed and assigned by the Pension Fund to a non-working parent. His income had no significance.
Now the situation will change. Instead of a fixed amount and a "child's" PM, parents will be able to receive 50, 75 or 100% of its amount established in the region of residence of the family, depending on the results of a comprehensive assessment of needs.
Important: the “adult” subsistence minimum is taken into account only when calculating payments to pregnant women; in all other cases, the “child” subsistence minimum is taken as a basis.
From three to seven years

Please note: until January 1, 2023, the allowance for a second child under 3 years of age was the "child's" subsistence minimum and was paid by the Pension Fund from maternity capital funds. Now parents can receive from 50% to 100% of the PM amount established for the region of residence of the family. The money is paid from the federal budget, provided that the monthly income for each family member does not exceed two PMs.
However, the opportunity to apply for monthly payments from maternity capital has been preserved. Moreover, since 2023, it can be received for any child under 3 years of age - previously, the benefit was assigned only for the second child. The conditions for registration remained the same: the average per capita income is no more than two subsistence minimums for the region of residence of the family and unused maternity capital funds.
