Relevance of the linking page

Note: Remember that PageRank passes from page to page, not from site to site.
The PageRank of each page is evenly distributed to all the pages it links to.
Page A links to 2 other pages, so the PageRank it passes is spain mobile database split in half. Page F with 3 PageRank "points" links to 3 pages, so each page gets 1 point.
3. Ranking of linking pages
The PR of a page is determined by the PR of the pages that link to it. Therefore, a backlink from a site with a higher PageRank is always better than a backlink from a low PR page (assuming all other things are equal).
