If your site is indexed, you will see the results back when you use this search command:

Do you notice the number of results returned by the search engine, and the number of indexed URLs? In the case that there are no indexed URLs for the domain, you will see the following:

When you need to submit a website
In most cases, you'll only need to submit your website to (because Google doesn't know it exists) or when you move your website to a new domain.
